Makkelijke meningen in Israel debat (IMO)

Op De Jaap hekelde vorige week Miko Flohr het totaal gepolariseerde debat over Israel en de Palestijnen. Hij schreef:

Laat het woord Israel vallen, en gans Nederland levert collectief het volledige kritisch denkvermogen en twintig punten van het IQ in. Als de situatie zo eenduidig zou zijn als beide borreltafelkampen hem voor zouden stellen, was het probleem allang opgelost.

Ja, dat gevoel bekruipt mij ook weleens. Hij besluit met de oproep eens 'gek te doen' en 'te luisteren naar wat anderen te zeggen hebben in plaats van je zelf zou willen horen'. Amen. Het is alleen jammer en ook ietwat ongeloofwaardig dat hij daar zelf totaal niet naar handelt. Zo stelt hij dat "De Palestijnen zijn in 1948 simpelweg het beloofde land uit gedreven, en dat heeft diepe en blijvende wonden geslagen in die gemeenschap", zonder dit verder te onderbouwen.
In de reacties spreekt iemand hem wat dit betreft tegen, en wijst erop dat een groot deel van de Palestijnse vluchtelingen niet met geweld is verdreven maar om andere redenen vluchtte. Diegene bevestigt, aldus Flohr, zijn gelijk en wordt onmiddellijk afgeserveerd. Ook met andere critici is hij snel klaar. Ze willen niet luisteren en komen met 'details' aanzetten. Maar zo werkt het natuurlijk niet. Als je zelf heel stellig iets beweert, en daarbij nogal een beschuldiging uit, is het natuurlijk niet meer dan terecht dat mensen je daarop aanspreken. Als het zo'n detail was, waarom het dan überhaupt vermelden? Omdat je niet zonder fatsoen een stukje kunt schrijven over Israel waarin je niet een paar stevige beschuldigingen uit om te laten zien dat je heus geen zionistenvriend bent?

Voor de duidelijkheid: ik waardeer het dat iemand probeert om onafhankelijk van de strijdende partijen te blijven en ook probeert om een oplossing te vinden en niet in het verleden te blijven hangen. Maar ik waardeer het niet wanneer iemand anderen in stevige bewoordingen de maat neemt omdat ze niet luisteren en dan zelf blijkt hetzelfde te doen. Zelf duikt hij daarbij ook onmiddellijk het verleden in en spreekt van Israel als 'radikaal experiment van de 20ste eeuwse maakbaarheidswaanzin gecombineerd met een negentiende-eeuwse, nationalistische preoccupatie met oorsprong." Klinkt geleerd, maar het wordt verder op geen enkele manier onderbouwd terwijl het wel allemaal akelige associaties oproept. De conclusie dat Israel een gefaald experiment is dat maar beëindigd moet worden ligt niet ver weg. Zijn op deze manier overigens niet alle natie-staten een product van het negentiende eeuwse nationalisme met zijn preoccupatie met oorsprong?

Waarom geldt dat in het bijzonder voor Israel? Er zijn vele landen waar minderheden er slechter aan toe zijn, waar meer en akeliger nationalisten rondlopen (Rusland bijvoorbeeld) en waar mensen minstens zo bezig zijn met hun oorsprong. Israel is vooral het product van het harde werken van de zionisten, het opbouwen en aankopen en later verdedigen van het land, het organiseren van Joodse immigratie tegen de wil van de Ottomanen, de lokale bevolking en in de laatste jaren ook van het Britse mandaat. De zionisten van het eerste uur waren voor een deel socialistisch georiënteerde idealisten die een nieuw en beter land wilden opbouwen, dat een 'light unto the nations' zou zijn. Dat laatste is misschien mislukt, hoewel men het voor Midden-Oosterse begrippen niet slecht doet qua democratie, mensenrechten en de positie van minderheden. Maar Israel is niet nationalistischer en ook niet experimenteler of kunstmatiger dan andere landen in de regio, zoals pakweg Libanon, Irak of Jordanië.

Een van de redenen dat het Israeldebat zo leeg is, is omdat zoveel mensen er een mening over geven zonder zich erin te verdiepen. Ze weten waar het zionisme voor staat (eigen volk eerst), waar de Joodse religie voor staat (we zijn het uitverkoren volk), waarom er zoveel oorlog is (Israel is een rupsje nooitgenoeg) en waarom de VS Israel steunen (vanwege de oppermachtige Israellobby die een fatsoenlijk debat onmogelijk maakt). Helaas ontkomt Flohr zelf ook niet aan dit soort clichés ondanks zijn poging daartoe.

Nog een voorbeeld: Flohr schrijft "Natuurlijk, de situatie in Gaza en op de Westelijke Jordaanoever is bizar, godgeklaagd, en tragisch".
Echt waar? Waag het niet te schrijven dat de situatie eigenlijk best meevalt, dat Palestijnen het in veel opzichten beter hebben dan de Arabieren in omliggende landen (levensverwachting, opleiding, gezondheidszorg) dat ze in Gaza absoluut niet verhongeren en er een levensstandaard hebben vergelijkbaar met Turkije. Dat er geregeld nieuwe luxe winkelcentra en vakantieparadijzen worden gebouwd, en dat er vorige week opeens zat bouwmateriaal aanwezig bleek om in een paar dagen tijd mega podia uit de grond te stampen voor de grootste festiviteiten voor de dames en heren teruggekeerde terroristen. Voor zover de situatie in Gaza inderdaad 'godgeklaagd en tragisch' is ligt dat voor een groot deel aan Hamas, dat sinds 2007 alleenheerst in de Gazastrook en steeds meer islamitische wetten invoert en de vrijheid van meningsuiting aan banden legt.

Ik deel Flohrs pleidooi om naar elkaar te luisteren en niet meteen de bekende stellingen te betrekken. Daar zou ik aan willen toevoegen om geen gespierde uitspraken te doen over zaken waar je eigenlijk weinig vanaf weet, en om mensen niet meteen in hokjes te stoppen (een manier om niet meer naar iemand te hoeven luisteren). Ook Flohr ontkomt niet aan de polarisatie in dit debat en aan de bekende clichés.

Bestseller Morris 'Een staat, twee staten' in Nederlands

 
Ik heb het boek onlangs in het Engels gelezen. Veel van wat Morris beschrijft was mij al bekend van vooral pro-Israelische websites en blogs, maar het prettig te lezen dat dit niet een eenzijdige maar een vrij betrouwbare, historisch verantwoorde weergave is van de geschiedenis van het denken en onderhandelen over een één- of tweestatenoplossing. Daarnaast geeft het boek extra context en achtergronden die in het bestek van een artikel in een krant of op een website meestal ontbreekt.

Een staat, twee staten kijkt naar de wil – of de onwil – van Palestijnen en Israeli's om te komen tot een compromis. Op een onbevangen wijze beoordeelt Morris de uitvoerbaarheid en bruikbaarheid van de voorgestelde oplossingen in het licht van een complexe en bittere werkelijkheid. Schaakmeester Iran uit competitie vanwege weigering tegen Israeli's te spelen

Since this is turning into a regular news story, and it is clear that no Iranian is going to participate in any match with an Israeli out of fear of retribution by his nation, perhaps it is time to ban Iran from sporting competitions altogether until it renounces this pretty-much official policy.
 
Inderdaad. Het heeft geen zin en houdt alleen maar op wanneer telkens wanneer een Iraniër tegenover een Israeli komt te staan de match wordt afgeblazen omdat de Iraniër niet op komt dagen. Het is bovendien voor de Israeli ook frustrerend en beledigend om niet gewoon zijn match te kunnen spelen en om zijn nationaliteit te worden gediscrimineerd. Winnen is leuk, maar winnen omdat je tegenstander zich te goed voelt om tegen jou te spelen, voelt denk ik toch wel erg dubbel.

Iranian expelled from chess tournament for refusing to play an Israeli

One of Iran's top grandmasters was expelled from an international chess tournament on Tuesday after he refused to play a match against an Israeli opponent, the director of the tournament said.

The Iranian, Ehsan Ghaem Maghami, was scheduled to play Ehud Shachar in the fourth round of the Corsica Masters, a pairing determined by computer. The director, Léo Battesti, said in a telephone interview that Mr. Maghami had asked him to change the pairing, but was told that doing so would violate tournament rules. Mr. Maghami then failed to appear at the scheduled time to play Mr. Shachar.

Mr. Battesti said Mr. Maghami should have told him beforehand that he would object to playing an Israeli. Given that five of the 186 players in the tournament were Israelis, the likelihood that he would face one during the tournament's nine rounds was "99 percent," Mr. Battesti said. "I told him, you cannot involve your rules in my tournament," he said.

Iranian grandmaster Ehsan Gahem Maghami informed me of his refusal to play against his fourth round opponent, Israeli Fide Master Ehud Shachar. I told Mr. Gahem Maghami that as an organizer of a international sporting competition I could not accede to his request to change the pairings, so that he could play against another player. The presence of five Israeli players in this tournament was known to all participants since Saturday, October 22. It honors our competition, as does the presence of Iranian players and those from about thirty other nationalities. The motto of our Federation is gens una sumus, we are developing in Corsica an awareness of the positive aspects of the chess sport on our youth. Being complicit to any form of segregation would be unworthy, and in total contradiction with the foundations of our sporting activities. So regretfully I have to exclude the player who unfortunately has stuck to his choice, in spite of my entreaties. I regret it, but I could not shirk our responsabilities.

Bruto Nationaal Product Gaza en West-Bank hoger dan Arabische buurlanden

 
In welk land is het percentage obese mensen het grootst? De VS, Italië, Duitsland? Nee dus.
 
Voor mannen is dat Libanon, met op de tweede plaats Qatar, voor vrouwen Qatar, met op de tweede plaats Saudi-Arabië, en op nummer drie jawel, de Westoever en Gazastrook. En ik maar denken dat Arabisch eten (humus, couscous, olijven, feta, falafel...) niet alleen lekker maar ook erg gezond is. Maar belangrijker, dit druist in tegen het populaire beeld van arme Palestijnen die, zeker in Gaza, honger lijden vanwege Israels onmenselijke blokkade. Op Tegenlicht legde ik meen Ali Abunimah een paar weken terug nog uit dat het Israels beleid is de mensen in Gaza net niet te laten verhongeren. Israel zorgt dat ze net niet doodgaan maar daar is alles mee gezegd, een bewuste strategie de mensen te laten lijden en hun wil te breken. Natuurlijk klopt dit niet met de feiten, en met een straatbeeld waarin luxe auto's, winkelcentra en markten vol met etenswaar dominant zijn, maar wat doet dat er toe voor kwaliteitsomroep VPRO? Voor wie meent dat de obesitas cijfers geen eerlijke graadmeter zijn (omdat ze weinig zeggen over de kwaliteit van het eten dat men - teveel- binnenkrijgt, hieronder cijfers van het BNP, de levensverwachting en de alfabetisering.

Bruto Nationaal Product Gaza en West-Bank hoger dan Arabische buurlanden

Het officiële bruto nationale product (BNP) per hoofd van de bevolking van de West-Bank en Gaza is 1,700 dollar. In Egypte is dat 1,900 dollar, in Syrië 2,250 dollar, Jordanië 3,000 dollar.
Deze cijfers zijn echter misleidend om twee redenen.
1) Bij de berekening van het BNP wordt buitenlandse hulp voor de Palestijnse gebieden niet meegenomen. Wanneer dat wel zo zou zijn, zou het BNP voor de Palestijnse gebieden 30% hoger uitkomen.
2) Aantal inwoners. De officiële cijfers van de Palestijnse Autoriteit spreken van 3.8 miljoen inwoners. Dit zijn ook de cijfers die worden gebruikt voor de berekening van het BNP per hoofd van de bevolking. Echter: volgens het Begin-Sadat Center for Strategic Studies (BSCSS) bestond de bevolking van Gaza en de West-Bank in 2004 uit slechts 2.5 miljoen mensen.
Wanneer beide bovenstaande factoren worden meegewogen, dan is het BNP per hoofd van de bevolking 3,380 dollar, zo stelt het Begin-Sadat Center.
De levensverwachting is in de Palestijnse gebieden hoger dan in de meeste andere Arabische landen. Uit cijfers van de VN blijkt dat de levensverwachting in Gaza en de West-Bank 73.4 is. Alleen in de Arabische landen Oman enBahrein ligt de levensverwachting hoger met 75.6 jaar. Alle andere Arabische landen kennen een lagere levensverwachting: Saoedi-Arabië 72.8, Jordanië 72.5, Turkije 71.8, Egypte 71.3, Marokko 71.2, Iran 71.0, Pakistan 65.5, Jemen 62.7.
Het alfabetiseringspercentage in de Palestijnse gebieden is 92.4%, in Egypte is dat 71.4% en 80.8% in Syrië.

Veel over Palestijnse gevangenen, maar weinig over waarvoor ze vastzaten in de media

 
Het viel mij eerlijk gezegd nog mee dat er in de Nederlandse media wel aandacht werd besteed aan het feit dat het geen lieve jongens zijn die zomaar door Israel waren opgepakt, maar berichten als onderstaand komen helaas ook voor. En veel vooral zich als progressief beschouwende mensen menen dat de Palestijnen het recht hebben zich met geweld tegen 'de bezetting' te verzetten, en daar vallen ook zelfmoordaanslagen onder. Ze hebben nou eenmaal geen andere middelen, aldus het eeuwige cliché. Dat is natuurlijk niet waar, ieder volk en ieder individu heeft de keuze wat het doet, en zelfs in veel extremere omstandigheden weten sommigen hun waardigheid te behouden en verlagen zich niet tot het niveau van hun vijand. Geen volk overigens dat zoveel hulp, aandacht en steun krijgt als de Palestijnen. Alleen voor hen is er een aparte vluchtelingenorganisatie, en alleen voor hen zijn er een aantal andere speciale VN organisaties. Ze krijgen meer geld van het Westen dan echt arme landen als Soedan of Ethiopië of Somalië of welk willekeuring land in Afrika boven de Sahara.

A week ago, Yahya Dabassa Ibrahim was on a hunger strike, rotting away in an Israeli prison where he expected to spend the rest of his life.

But the Oct. 18 prisoner swap between Israel and the Palestinian militant group Hamas landed the Bethlehem native in a surreal place: the Gaza Strip's brand-new luxury hotel.

The eight-story Al-Mashtal Hotel, which opened in late July, is an oasis of fluffy white duvets, stunning ocean views, steaks cooked to perfection and sparkling swimming pools. Its splendor is startling in this blockaded territory where dozens of bombed buildings lie in ruin, heaps of garbage dot nearly every street and the Mediterranean shoreline is speckled by evidence of the tons of raw sewage dumped into the ocean every day.

As he sat in the hotel's dimly lighted courtyard on a recent evening, Ibrahim, a convicted bombmaker, struggled to describe how dramatically his luck had changed.

Ibrahim, 50, served roughly 10 years of a life sentence. He was among the prisoners who went on a hunger strike in recent months after Israel took away certain perks, including access to television, and limited visits by relatives.

He was accused of manufacturing explosives that were used in attacks in Israeli cities, according to news reports. Ibrahim said he didn't want to discuss the incidents that led to his incarceration, but he made it clear that he didn't regret participating in militancy.

"We sacrificed part of our lives not to stay in hotels like these, but to liberate Palestine," he said.
This terrorist is Yihya Ibrahim Abd al-Hafez Daamsah, who helped coordinate the Cafe Moment bombing of 2002. He was serving a life sentence. Since the Washington Post doesn't want to delve into the details of exactly why he was in prison, I will.

From Israel's MFA:

11 people were killed and 54 injured, 10 of them seriously, when a suicide bomber exploded at 22:30 PM Saturday night, March 9, 2002, in a crowded Moment cafe at the corner of Aza and Ben-Maimon streets in the Rehavia neighborhood in the center of Jerusalem. Hamas claimed responsibility for the attack.

The bomber walked into the cafe, located at the corner of Aza and Ben-Maimon streets about 100 meters from the prime minister's residence, and detonated a powerful explosive charge that completely gutted the restaurant.

The names of the victims:

- Nir Rahamim Borochov, 22, of Givat Ze'ev;
- Danit Dagan, 25, of Tel-Aviv;

Celebrate good times, come on!
On Tuesday, 18 October 2011, 20 Palestinians, including 6 children and 3 women, were injured due to shooting in celebration of the release of Palestinian prisoners. These incidents constitute a form of misuse of weapons and assaults on the rule of law prevailing in the Occupied Palestinian civilians.

According to information available to the Palestinian Centre for Human Rights (PCHR), on Tuesday, 18 October 2011, 11 Palestinians, including 4 children and two women, were admitted into Shifa Hospital as they were injured by bullets and shrapnel during celebrations of the release of prisoners:

1) ‘Awni Zuhair Salah, 24, from al-Boreij refugee camp in the central Gaza Strip, seriously injured by a bullet to the head;
2) ‘Alaa’ Abu Salem, 14, injured by shrapnel to the left shoulder;
3) Hilal Samara, 24, injured by shrapnel to the hands;
4) ‘Abdul Rahman Sa’id Silmi, 28, injured by shrapnel to the right shoulder;
5) Sahar Mohammed ‘Amara, 41, injured by shrapnel to the right shoulder;
6) Saifuallah Fares Salama, 5, injured by shrapnel to the thigh;
7) Mohammed Khalifa, 24, injured by shrapnel to the right hand;
8) Shahd Nahidh Abu al-Kas, 7, injured by a bullet to the neck;
9) Karam Mahmoud Hammouda, 19, injured by shrapnel to the right hand;
10) Einas Ahmed Shahin, 23, injured by shrapnel to the shoulder; and
11) Rimas Hassan al-Jadba, 2, injured by shrapnel to the hand.

In Jabalya refugee camp in the northern Gaza Strip, 3 Palestinians, including a child, were injured due to shooting in celebration of the release of prisoners:

1) Nader Hassan Abu Khousa, 24, seriously injured by a bullet to the neck;
2) ‘Ata Mohammed Khalil, 28, injured by a bullet to the right thigh; and
3) Du’a’ Wa’el Enmash, 2, injured by a bullet to the right foot.

In the southern Gaza Strip town of Rafah, 6 Palestinians, including a child and a woman, were injured due to shooting in celebration of the release of prisoners:

1) Ibrahim ‘Awad Qishta, 21, injured by a bullet to the right shoulder;
2) Ghadeer Suleiman al-Nahhal, 17, injured by a bullet to the face;
3) Mohammed Mohammed Salha, 21, injured by a bullet to the left leg;
4) Tariq Ibrahim al-Masri, 34, injured by a bullet to the left leg;
5) Rasga Sameer Kabaja, 27, injured by a bullet to the head; and
6) Khaled Hamdan al-Buhdari, 33, injured by a bullet to the back, and was transferred to Shifa Hospital in Gaza City for additional medical treatment.

One could almost come to the conclusion that human life is not as valuable for Palestinian Arabs as for Israelis.

Vrijgelaten terrorist: 'Ik probeer weer Joden te doden'

 
Wafa al-Bis werd in 2005 voor ernstige brandwonden behandeld in een Israelisch ziekenhuis. Haar dankbaarheid toonde ze door een poging zich daar op te blazen, temidden van de doctoren die haar genazen. Zover kon het gelukkig niet komen; ze werd bij een checkpoint opgemerkt en haar explosieven op afstand gedetoneerd. Ze heeft 6 jaar in de gevangenis gezeten en is vastbesloten haar oude ambitie weer op te pakken.

Vrijgelaten terrorist: 'Ik probeer weer Joden te doden'
 
Wafa al-Bis kreeg vorige week een nieuw leven, toen ze als een van de 1.027 gevangen terroristen werd vrijgelaten door Israël in ruil voor Gilad Shalit. Maar anders dan redelijke mensen die een tweede kans krijgen, zei Bis dat ze opnieuw een zelfmoordterrorist wil worden.

Bis werd in 2005 gearresteerd, toen soldaten bij een grensovergang tussen Gaza en zuid Israël een bom van 22 pond in haar ondergoed genaaid vonden. Bis wilde een ​​vergunning voor medische behandeling in Israël te gebruiken om in het ziekenhuis te komen en dit op te blazen. In plaats daarvan probeerde ze de soldaten doden die haar tegenhielden, maar de ontsteker was defect.

Na zes jaar in de gevangenis, en ondanks dat ze is vrijgelaten door Israël, heeft ze geen spijt en zal ze opnieuw proberen mensen te doden.

"Zolang er bezetting is in geheel Palestina worden [dat wil zeggen een Palestijnse staat alleen in Judea, Samaria en Gaza zal niet genoeg zijn], zullen martelaren zich verzetten en vechten, en ik zal een van de eerste strijders zijn", vertelde Bis aan de Daily Telegraph in Londen. "Dit is een eervolle zaak en ik wilde wel drie maal zelfmoordterrorist zijn als dat kon."

Bis is niet de enige. Veel meer vrijgelaten terroristen hebben gezworen weer geweld te gaan gebruiken. In tegenstelling tot eerdere uitwisselingen heeft Israël niet eens de gevangenen overeenkomsten laten ondertekenen om niet terug te keren naar terroristische activiteiten. Men wist dat ze dit hoe dan ook toch doen.

Een andere ex-gevangene die van plan is om opnieuw onschuldige Joden aan te vallen is Ahlam Tamimi. In 2001 was Tamimi de bestuurder voor een zelfmoordterrorist, die de Sbarro pizzeria in het centrum van Jeruzalem opblies, daarbij 16 mensen doodde en 130 verwondde. Onder de dodelijke slachtoffers waren zeven kinderen en vijf leden van een gezin. Tamimi is naar het buurland Jordanië gestuurd, als één van de voorwaarden voor haar vrijlating. In een interview met AmmonNews in het weekend zei ze: "Ik heb nooit spijt gehad van wat ik heb gedaan, en indien ik nog een kans krijg doe ik het weer."

Verwacht wordt dat in de weken na de gevangenenruil nog veel meer vrijgelaten Palestijnen met lokale media zullen spreken en hun toekomstplannen bekend maken.

Niet alleen kolonisten agressief op Westoever

 
Ik ben zelf zeker geen sympathisant van de kolonisten, en schrik van het radikalisme en de intorantie van sommigen. Anderzijds heb ik ook de stellige indruk dat het kolonistengeweld soms wordt uitvergroot, en er een beeld ontstaat dat alle kolonisten religieuze fanaten zijn die het liefst Palestijnen pesten en verjagen. Uit onderstaande cijfers blijkt dat Palestijnen veel meer geweld tegen kolonisten plegen dan andersom. Daarbij moet bedacht worden dat, zoals de Westerse media en mensenrechtengroeperingen niet ophouden te benadrukken, de Palestijnen de zwakkere partij zijn die zoveel minder middelen ter beschikking heeft en geen stap zou kunnen zetten in bezet gebied. Volgens velen wordt de kolonisten de hand boven het hoofd gehouden door het leger en werkt men zelfs samen tegen de Palestijnen. Ik denk zeker dat het leger vaak veel te slap optreedt tegen kolonistengeweld, maar juist uit deze cijfers blijkt dat als dit al zo zou zijn, de Palestijnen er desondanks in slagen om zoveel meer kolonisten te vermoorden dan omgekeerd gebeurt. Hoe je het ook wendt of keert, de Palestijnen zijn in deze statistieken de agressievere partij, maar als je de media zou geloven, dan zijn slechts de kolonisten agressief. Misschien moeten we daarom ook alle verhalen van vernielingen van olijfbomen in een iets ander licht zien: vreselijk dat het gebeurt, maar het komt ook vaak voor dat Palestijnen gewassen van kolonisten in brand steken of vernielen.

Dramatic Statistics Refute Media Stereotype of Violent Jewish Settlers

Faced with the refusal of the Palestinian leadership to negotiate directly with Israel, many of that nation's detractors are resorting to stepped-up scapegoating of Jewish settlers who are portrayed as a threat to peace and to their Arab neighbors. In what amounts to a smear campaign, major news media, such as The New York Times, literally invert the facts and reality. An examination of records kept by various groups and agencies that monitor West Bank violence and casualties underscores how false the pervasive narrative is.

 

For example, the pro-Palestinian advocacy group B'Tselem has kept a tally of fatal incidents in the West Bank, including the period of the second intifada. Nine times more Jewish civilians have been murdered by Palestinians in the West Bank than Palestinians murdered by Jewish settlers. Detailed accounts of each incident reveal that during the past 11 years, out of 46 Arabs killed by Jewish civilians in the West Bank, 23 were cases of self-defense against armed Palestinian assailants. Just 23 Palestinian Arabs have been killed by Jewish settlers in circumstances that were not evident self-defense. In that same period 215 Jewish civilians have been murdered by Arabs in the West Bank.

B'Tselem has been criticized for classifying as civilians Palestinian Arabs committing acts of violence — to suggest the Israeli military targets civilians. So it is additionally telling that even the accounts of this highly partisan group reveal the nine-to-one imbalance in deadly Palestinian attacks against Jewish settlers, as opposed to settler assaults against Arabs. It is also noteworthy and disturbing that media critics of Israel, who frequently laud B'Tselem as a reliable source, have avoided reporting the obvious disparity in violence between West Bank Arabs and Jewish settlers.

 

According to B'Tselem's accounts, of the 50 Palestinian Arabs listed as having been killed by Jewish settlers in the past 11 years (including four in Gaza), 20 of them were killed while conducting armed infiltrations of Jewish communities, five were slain while engaging in potentially lethal stone throwing incidents on roadways and two were killed assaulting security guards. Among the remaining 23, several were killed in the vicinity of settlements in uncertain circumstances.

 


During the past 11 years, out of 50 Arabs killed by Jewish civilians,

27 were cases of self-defense against armed Palestinian assailants


By contrast, the 215 Jewish settlers murdered in the West Bank (250 if Gaza is included) involved almost without exception clear-cut circumstances in which Palestinian assailants targeted their victims, often in home invasions involving the slaughter of entire families, gang assaults on hikers or attacks on civilian vehicles. Other sources, like the Israeli Ministry for Foreign Affairs and the United Nations (OCHA) confirm the relatively few murders committed by Jewish settlers and the much higher number of lethal assaults by Palestinian Arabs.

Despite unequivocal evidence from a source that could not be accused of being biased in Israel's favor, The New York Times has led the way in casting settlers as radicals guilty of provoking violence. On Sept. 24, 2011 two news dispatches stoked the theme of settlers provoking relatively peaceful Palestinians. A CAMERA analysis of these pieces exposed how The Times alluded to "settler violence" that had not even taken place and suggested that "the very presence of more than 300,000 Israeli settlers in the West Bank amounts to a kind of violent crime."

 

One piece repeated unsubstantiated charges that settlers "uproot trees, torch cars, steal sheep" in order to "drag [Palestinian villagers] into violence as an excuse to take more land." Meanwhile, even mention of Palestinian violence, like the slaying of five members of the Fogel family, elicited formulaic Palestinian dismissal of the charge as "wild exaggeration."This tendency to downplay lethal Arab violence was also evident when the slayings occurred in March 2011. The Times coverage was minimal and of short duration.

 

New York Times columnist Thomas Friedman on Sept. 28, 2011 went even further equating the actions of "extremist Israeli settlers" with "Islamic Jihad" "shooting civilians" and "lobbing mortars."

 

Other news media sharing the New York Times perspective have picked up the theme of settler violence. The New York City-based Jewish paper, TheForward published an op-ed on Oct. 14, 2011 bluntly titled, "No End to the Fight Against Violent Settlers."

 

A news analysis piece in the Christian Science Monitor on Sept. 21, 2011 quoted an Israeli radical justifying the Palestinian decision to seek statehood recognition from the United Nations because the "Palestinians have been left with no choice. The Israeli army isn't doing enough to protect them from the increase in [settler] attacks..." The article then depicts Jewish residents of the West Bank as wantonly violent, leaving the Palestinian Authority "near-helpless to defend Palestinians against settler attacks." The Arabs are portrayed as determined to remain non-violent. A Palestinian spokesman suggests that the settlers are trying to "drag" Arab West Bankers into violence and warns that eventually they may succumb to the urge to strike back.

 

It is as though the numerous murders of Jewish men, women and children in home invasions and along roadways never happened.

 

The media apparatus of the Palestinian Authority has played a role in this smear campaign. The English-language Palestine News Network on Sept. 5, 2011 published an incendiary item warning that settlers were arming and intending to launch widescale attacks against Palestinians. Blatant propaganda pieces all too often receive uncritical reception by the Western media and then are disseminated to Western audiences.

 

Compounding the distortions, statements by Israeli officials responsible for maintaining order in the West Bank are some times exaggerated and misrepresented to equate falsely actions by a small fringe of settlers involved in vandalism against Arab property with the pervasive incitement to violence against Jews that emanates from Palestinian government-run communications media, mosques and educational institutions. This was the case with a widely-reported statement by Israeli General Avi Mizrahi expressing concern over Jewish extremism.

 

Meanwhile, the media ignore frequent and recurring official ceremonies during which Palestinian government officials glorify terrorists and exhort Palestinian youths to emulate their acts of violence.

 

The narrative of expanding settler violence shifts the blame for the diplomatic impasse from Palestinian leaders, who avoid direct negotiations they committed to under the Oslo Accords of 1993 and envisioned by the 2003 international "road map," onto the Israeli government, which is portrayed as supportive of the settlers and the settlement movement.

 

Reality is inverted by exaggerating the few, sporadic violent acts of radical Jewish settlers while minimizing the societally-sanctioned violence by Palestinian terrorists and incited youths. Responsible news media should clarify that the bulk of deadly violence is empirically, unequivocally committed by Palestinian Arabs against Israelis.

Eindelijk begin met light rail en metro Tel Aviv

 

Na 15 jaar begint alsnog de aanleg van een lightrail annex metro in Tel Aviv. Laten we hopen dat drama’s als in Amsterdam en rampen als in Keulen vermeden kunnen worden. In dik vijf jaar hoopt men klaar te zijn. Misschien kunnen we dan rechtstreeks van het treinstation naar het strand?

15 years after the cornerstone was laid, bulldozers begin work Wednesday on the underground section of the line.

Wednesday morning, the bulldozers will begin working at three sites on the Tel Aviv light rail's Red Line.

In contrast to the elaborate cornerstone laying ceremony 15 years ago in the presence of Prime Minister Benjamin Netanyahu (in his previous term) and then-Tel Aviv Mayor Roni Milo, tomorrow's event will be low key, possibly in remembrance of the previous embarrassing ceremony.

Next to the Em Hamoshava Interchange in Petah Tikva, in a parking lot by the Sheraton City Plaza hotel in Ramat Gan, and adjacent to Beit Romano in south Tel Aviv, bulldozers will begin digging three 25-meter vertical shafts through which the mining equipment will be lowered to dig out the underground section of the light rail line. Eight machines are scheduled to dig ten kilometers of subway tunnels between Jerusalem Boulevard in Jaffa to Geha Interchange at Petah Tikva.

 

At the same time, there will be a change in personalities at NTA - Metropolitan Mass Transit System Ltd., the government company in charge of the project, after the Ministry of Finance revoked Metro Transport Solutions' (MTS) concession in 2010. Galit Assaf Shenhar, who has served as general manager since Yishay Dotan was ousted in June 2010, will turn over the reins to Yitzhak Zochman formerly deputy director general for infrastructure development at the Ministry of Transport.

Shenhar ran against Zochman for the job, and will stay at NTA as deputy general manager and CFO. "I am not prepared to forego the challenge and action," she told "Globes" in an interview.

 

"Globes": When will the work begin to embitter the lives of the Dan Region's residents?

 

Shenhar: "I wouldn’t use the word 'embitter', but I can say that during the intensive period of the work will be in 2013-15 when the tunnels are dug and the train stations are built."

 

Will you meet the 2017 deadline?

"We opted for an ambitious, but possible, work plan. It's true that it's difficult to integrate all the contractors working on the project, but we're strongly backed by Parsons Brinckerhoff (PB), a global leader in project management, which will focus on this issue."

 

Are you worried about errors and faults?

"We saw and learned from similar projects around the world. The main lesson is that there will be mistakes, but so long as the continuity of decision-making isn't derailed, progress is possible. We'll closely work with a steering committee, and we have the support of the Ministry of Transport and Ministry of Finance, so I'm optimistic."

 

In Jerusalem, the municipality caused many problems for the light rail franchisee CityPass. You have five municipalities to deal with.

"We have excellent relations with the mayors, and they have representatives on the steering committee. Besides, as a government company, I believe that it will be much easier for us to get the necessary permits and authorizations."

 

 

Colleagues raised their eyebrows

Assaf Shenhar, 36, has accompanied the Tel Aviv light rail project since 1998 when she was a junior in the Ministry of Finance budget department. Since then she has been involved in pushing through approval for the route of the Red Line from Petah Tikva to Bat Yam via Bnei Brak, Ramat Gan and Tel Aviv.

 

In 2006, after two years as economic advisor to the director general of the prime minister's office she joined NTA. That year MTS, a consortium of Africa-Israel Investments Ltd. (TASE:AFIL), Egged Bus Cooperative, Siemens and Portuguese and Chinese companies won the BOT tender to build and operate the project for 25 years. NTA's role was secondary: to promote the plan, clear infrastructures on the route and engage in information activities.

Over the years, NTA was criticized for wasting resources and political appointments to its senior executive positions. Most problemantic of all was NTA's relationship with Mesilot, a transport consultancy firm. In 1998, shortly after its establishment, NTA handed over responsibility for managing the project to Mesilat, which is owned by Ami Metom. Mesilot prepared the tenders to choose a franchisee for the Red Line.

In 2006, the State Comptroller was harshly critical of the connection between NTA and Mesilot, which was supposed to last for one year but had continued for many years. Over the years, Mesilot had increased the scope of its work substantially, and its work force had risen from 12 to 70 employees at salaries verbally agreed with NTA. In total, NTA paid Mesilot over NIS 300 million and the work that Mesilot undertook for that huge amount became virtually worthless, after the government decided to nationalize the project. When former MK Michael Ratzon became NTA's chairman, he was amazed to discover that the government company had no professional capabilities, because almost all its staff and data banks were controlled by Mesilot.

Shenhar said, "Mesilot received NIS 350 million for coordinating the planning of a project that had not begun. They took out the entire engineering unit from NTA, so that at Mesilot there were 70 people, and at NTA just two. I warned several times that we had no control over the know-how."

In August 2010, the government decided to cancel MTS' concession agreement, after it failed to gain bank financing for the project. In December 2010, the government nationalized the project and hand it over to NTA. The general manager of a medium sized company, Shenhar suddenly found herself in one of the most important and prestigious management positions in the public sector. Colleagues in the infrastructures sector raised their eyebrows.

"There is no doubt that she is talented," people said about her, "but she comes without any experience in mega-projects or professional knowledge about trains. No private company would dream of letting her manage a NIS 12 billion project. This could only happen in public service."

Looking back, even Shenhar's critics admit that she has not done badly in the job. The project is meanwhile moving forward as planned and more than 20 international tenders were issued in 2011, and the major construction tenders for building stations and digging tunnels will be published at the start of 2012. Project management company PB has been hired as a senior consultant, mainly to handle the integration of the various contractors. NTA's workforce has tripled to 100 and its operating budget has grown to NIS 30 million.

Vrijheid en democratie betekenen iets anders in het Midden-Oosten

 

We vonden het allemaal geweldig dat de Arabische wereld eindelijk eens op stond tegen zijn wrede dictators en haar vrijheid opeiste. Dat er tussen de opstandelingen weleens een halve gek rondloopt of een religieuze fanaticus, ach ja, dat heb je overal en is onvermijdelijk. Ook ik wilde optimistisch zijn, maar al snel zag ik de verhalen over Jodenhaat en Israelhaat en maakte me zorgen of het niet allemaal nog erger zou worden. Commentatoren wezen er fijntjes op dat Israel met die dictators wel redelijk goed zaken kon doen; ze wilden graag in het zadel blijven en daarvoor was oorlog met Israel niet echt bevorderlijk. Tegelijkertijd wakkerden ze de Israel- en Jodenhaat in de media aan, want een zondebok is handig als afleidingsmaneuvre wanneer het in eigen land niet allemaal voor de wind gaat.

 

Inmiddels hebben in Tunesië, waar de islamisten volgens de vele commentatoren nagenoeg afwezig waren, deze wel de verkiezingen gewonnen en in Egypte heeft het leger min of meer de macht gegrepen en is de haat tegen christenen tot uitbarsting gekomen. Dat belooft weinig goeds voor de verkiezingen daar in november. De toekomst van Libië is erg onzeker na de val van Gadaffi, maar een Libische Jood die terugkeerde en een synagoge wilde renoveren werd bedreigd en door de lokale autoriteiten weggestuurd. Verdraagzaamheid en vrijheid van godsdienst zijn mooie zaken, maar nu even niet. Ik heb veel bewondering voor de opstandelingen in Syrië en hoop dat ze de wrede en meedogenloze Assad wegkrijgen. De kans dat er daarna een vrijer, democratischer en toleranter regime zal komen is ongeveer 0,1%.

Het zou historicus Willem Melching niets verbazen als in zowel Tunesië als Egypte de islamisten een op de sharia gebaseerd systeem zullen vestigen.

Anders dan velen was ik afgelopen winter en voorjaar al niet erg optimistisch gestemd over het verdere verloop van de 'revoluties'. Zo was Bertus Hendriks - naar mijn stellige overtuiging nauwelijks gehinderd door enige kennis van het Arabisch - vol goede moed over de democratische gezindheid van de verschillende partijen, en zeker over de Moslim Broederschap. 

Mijn conclusie - evenmin gehinderd door kennis van het Arabisch - was een totaal andere. Ik schreef destijds: 'Vrijheid betekent in de Arabisch context toch weer iets anders dan het 'in alle redelijkheid uitbrengen van een stem op D66'.' En ik veronderstelde daarom de waarschijnlijkheid van een machtsgreep van het leger óf een massale overwinning van de radicale islamisten.

Lokale islamisten
Uit allerlei berichten die tot ons komen blijkt inmiddels dat beide opties nog open zijn, maar dat de vestiging van een democratische ordening in min of meer westerse betekenis al lang niet meer op de agenda staat. In Egypte klampt het leger zich nog steeds vast aan de macht en is bereid daartoe de fragiele godsdienstvrede tussen moslims en kopten in gevaar te brengen. De lokale islamisten in Egypte en ook in Tunesië roeren zich inmiddels danig.

De verkiezingen in Tunesië zijn zo te zien geëindigd in een overwinning van de islamisten, door de altijd optimistische Volkskrant hardnekkig 'gematigde islamisten' genoemd. Dat belooft niet veel goeds voor de verkiezingen in november in Egypte. Wanneer deze groepen namelijk een doorslaggevende invloed krijgen op het proces van het formuleren van een nieuwe grondwet zal het weer snel afgelopen zijn met de 'vrijheid' in westerse zin. 

Gebleken is namelijk dat onder 'vrijheid' en 'democratie' in het Midden-Oosten inderdaad iets anders wordt verstaan dan in Buitenveldert. 'Vrijheid' en 'democratie' betekenen namelijk voor veel politieke activisten de gelegenheid om zo snel mogelijk de laatste barrières tussen staat en religie neer te halen. Het zou me niets verbazen dat in beide landen de islamisten een op de sharia gebaseerd systeem zullen vestigen. Dat gaat goed zolang ze het leger met rust laten of het leger onder eigen controle weten te brengen.

Stembus
Probleem bij dit soort regimes is namelijk dat ze zich aan de stembus nooit meer zullen laten wegsturen. Zodra ze aan de macht zijn, treedt namelijk wat ik maar de 'Oost-Europese' logica noem in werking. Dat houdt in dat de regering het eigen systeem zo voortreffelijk vindt, dat iedereen die zich daar tegen verzet een misdadiger is. En dus in de gevangenis dan wel een gekkenhuis thuishoort. Of het systeem nu van Marx dan wel Mohammed afkomstig is, doet niet zo veel ter zake, het blijft even voortreffelijk. Met de democratie in de klassieke zin - dat je een regering via de stembus kunt wegsturen - is het dan al weer afgelopen. Laten we hopen dat ik ongelijk heb, maar ik vrees het ergste.

 

PA wil vrijlating Barghouti voordat het met Israel onderhandelt

 

At the Knesset on Monday, MK Ahmed Tibi (United Arab List-Ta'al ) said that Israel should not be surprised if the two current conditions the Palestinians have set for restarting talks - a halt to construction in the settlements and recognition of the 1967 borders as a basis for negotiations - become three, the third being the prisoner release.

Juist ja. En Abbas moet vervolgens niet verbaasd zijn wanneer Israel op deze voorwaarden niet gaat onderhandelen, en er daardoor dus op de grond ook niks verandert. Helaas kan hij er wel op rekenen dat Israel voor deze stagnatie de schuld krijgt, dus hij zal er inderdaad wel op aansturen. Israel gaat nadat het met pijn zoveel terroristen heeft vrijgelaten natuurlijk niet nog eens honderden mensen met bloed aan hun handen vrijlaten. Als Abbas nou had gevraagd om mensen die in administratieve detentie zitten, om mensen die een groot deel van hun straf erop hebben zitten of juist de wat lichtere gevallen, dan lijkt me de kans groot dat Israel daar wel op in zou gaan, maar Saadat en Barghouti, dat kan hij schudden.

We kunnen denk ik inmiddels wel veilig concluderen dat Abbas geen vrede wil. Als hij dat wel had gewild had hij kunnen gaan onderhandelen, en tijdens die onderhandelingen de vrijlating van Fatah gevangenen kunnen eisen. De kans dat Israel daarop in zou gaan lijkt me eveneens groter.

PA to demand Barghouti release as part of renewed negotiations with Israel

The Palestinian Authority is set to demand that the Quartet pressure Israel to release prisoners in fulfillment of a pledge made by former Prime Minister Ehud Olmert to PA President Mahmoud Abbas, senior Palestinian sources told Haaretz on Monday.

Among the prisoners The PA wants released are Marwan Barghouti and Ahmad Saadat. The former is a member of the Fatah leadership, while Saadat is Secretary General of the Popular Front for the Liberation of Palestine (PFLP).

Abbas told Time Magazine a few days ago that, in 2008, Olmert promised him that Israel would release prisoners to the PA if a deal went through for the release of Gilad Shalit.

Olmert confirmed to Time that he had made the pledge.

Now the PA wants to present the demand ahead of a possible renewal of negotiations with Israel.

At the Knesset on Monday, MK Ahmed Tibi (United Arab List-Ta'al ) said that Israel should not be surprised if the two current conditions the Palestinians have set for restarting talks - a halt to construction in the settlements and recognition of the 1967 borders as a basis for negotiations - become three, the third being the prisoner release.

The PA's chief negotiator, Saeb Erekat, said on Monday that during meetings between Olmert and Abbas in Jerusalem in September 2008, as well as a few months later, Olmert pledged to release Palestinian prisoners if a prisoner swap for Shalit was concluded.

Erekat said a specific number of prisoners was not mentioned, nor were specific criteria, but that Olmert had agreed at the time that the number and criteria would be the same as those for prisoners released in exchange for Shalit, "and even better."

Erekat said this was not to be a condition for restarting negotiations, "just as the freezing of construction in the settlements is not a condition." Rather, it was a matter of fulfilling obligations, he said.

According to Israeli sources, Olmert had pledged to release 550 prisoners to Abbas so that a deal with Hamas would not increase its strength at the expense of the PA. However, the deal for Shalit includes 1,027 prisoners according to understandings with Hamas, and does not include gestures to Abbas by Israel.

The PA demand centers mainly on the release of some 170 longtime prisoners, who have been in Israeli jails since before the Oslo Accords.

Some members of the inner cabinet are said to support the Palestinian demand, but senior cabinet ministers have said over the past few days that the government does not intend to make any gestures to Abbas in light of his bid for statehood in the United Nations.

On Monday, Foreign Minister Avigdor Lieberman said that he vehemently opposed any such gesture, as did other inner cabinet members.

Lieberman also called for Mahmoud Abbas to resign, calling him the greatest obstacle to an agreement with the Palestinians. If Abbas would step down, negotiations might resume, Lieberman said.

On Monday, Palestinian leaders called Lieberman's remarks harsh incitement which constituted a call to harm Abbas. Also on Monday, Palestinian leaders spoke with senior American and European officials, protesting Lieberman's remarks.

Meanwhile, sources in Hamas said the head of the Hamas political bureau, Khaled Meshal, would be visiting the Jordanian capital, Amman, soon, together with a representative of the Qatari government.

Hamas representatives said the visit had been postponed for a few days, but that they believed two new Hamas bureaus would be opening soon, in Cairo and in Jordan. They also said a meeting might take place between Meshal and King Abdullah of Jordan.
